This issue was opened on behalf of Boris Zbarsky:

Right now the "label" attribute on HTMLElement has completely different
behavior from "label" attributes on some of the interfaces that inherit from
HTMLElement. This is pretty confusing to authors. It would be better to call
the HTMLElement attribute "commandLabel".
