File naming format for test cases

- Description:
There was some discussion in the W3C TPAC HTML Working Group "Test Case" break-out session concerning the proper file name format for test cases. It would be good to come up with a recommendation and document it on the wiki at a minimum. ## Research Henri Sivonen noted that the CSS 2.1 test case naming convention is useful: http://csswg.inkedblade.net/test/css2.1/format#filename-format (Not 100% sure this is an "issue" ... it might be an action... still better to brain dump it here than nowhere at all.)
