Does Apple's position paper* cover this? Evidently not...

"This paper does not discuss the nature of the audio/video coding or its container format.

We agree that standardizing some format(s) is desirable for interoperability. However, the problems and issues raised by that question are not the subject of this paper, but are being handled, we believe, by the W3C staff."
