may be appropriate to cite OMB Circular A-119, which provides guidance to
U.S. federal agencies with respect to "Federal Participation in the
Development and Use of Voluntary Consensus Standards and in Conformity
Assessment Activities":

Perhaps this paragraph could be quoted or paraphrased:

"Agencies must consult with voluntary consensus standards bodies, both
domestic and international, and must participate with such bodies in the
