Yesterday, the Team blocked a Publication Request because WHATWG references in the document requested to be published weren't acceptable. Instead of having du jour pub rules for references to WHATWG specs, please:

1. Create a Public document that prescribes what is acceptable for WHATWG references

2. Update <http://www.w3.org/2005/07/pubrules> to check the rules in #1

This is not the forum for changes to pubrules. Can you clarify why you have chosen this issues list? Are you looking for a public issues list related to pubrules changes?
