Description niq 2002-11-30 08:29:42 UTC
Reported by Brucie on Usenet.
HTML with a SYSTEM DTD is not validated (erroneously reported as
not having a charset), and the info table in the report is incomplete.

I see no charset warning and the document is reported as valid, it just doesn't
give a meaningfull FPI since none is given in the input document.
