Validator should support running on Win32 platforms.

Probably Windows 2000, XP, and .NET. NT and 9x/Me are too much of a pain to
bother with.

Preferably we should also have an easy/packaged install for Win32 systems.

Retarget for 1.0. OpenSP incompatibility with Windows is still not there and
there's no chance we'll run on Windows without that.

In order to run on Win32 (Windows 2000 specifically) users need to

  * have OpenSP 1.5.2 installed
  * set the base path in the validator.conf
  * set the onsgmls path in the validator.conf
  * set the perl path in check

Which is pretty much what you need to do on all systems (though OpenSP 1.5preX 
or OpenSP 1.5.1 suffice on some platforms) I thus consider this fixed. If there 
are specific issues, separate bugs should be filed.
