The Validator should use HTML::Template or some similar templating mechanism to
avoid inlining so much (or any, if possible) HTML.

HTML::Template based prototype in progress. I'll probably land this once the
merge from 0.6.0-branch to HEAD is done. Setting target 0.7.0.

Template code has landed on the trunk and the easy 80% of the work has been done.
