We never created a distribution for the L1 HTML test suite since the effort was
redirected to the L2 HTML test suite.  If we proceed with releasing an L1 HTML
test suite, we can create the distribution package at that time.

I have in my tree the changes required to produce a dom1 html distribution and
will be submitting the patch. I see no reason not to release a dom1 html
distribution.
