"Validate error pages" doesn't make much sense in the file upload form :)

There's no sensible way we can fix this while keeping the SSI import of the
detailed form, and I don't think the extra nonsensical checkbox on the upload
form does a lot of damage. Closing WONTFIX; we can revisit this design when a
more pressing need shows up (e.g. a new checkbox that isn't as harmless).
