This is the error message currently reported from the check script:

open(/etc/w3c/validator.conf) returned: No such file or directory (Did you
forget to set $ENV{W3C_VALIDATOR_CFG}
or copy htdocs/config/check.cfg to /etc/w3c/validator.cfg?)

The config filename in /etc/w3c differs between the actual open() call and
the reported error.
