Please update to the new version of ISO-8859-7.

This is caused by using an outdated version of iconv. We should upgrade to the 
latest version of libiconv.

We are going to switch to Encode.pm which has the same issue, I've reported the 
issue at http://rt.cpan.org/NoAuth/Bug.html?id=14222 so we would require at 
least Encode.pm 2.11 on v.w3.org.

This is fixed in Encode 2.12; now we need a way to ensure v.w3.org uses the 
proper Encode version...

The validator boxes run Debian, and I think updating iconv on such a box means
updating glibc :(

Debian stable still has Encode 1.99.

debian now has Encode 2.12 by default, considering bumping up by hand to 2.21 anyway.
This should close this bug.
