Understanding 3.2.3

In reviewing Understanding 3.2.3, the Task Force had some difficulties.

1. G61 is listed as sufficient - but the examples are not just navigation mechanisms but other things as well

1. PDF 14 and 17 are numbered as sufficient techniques for meeting this SC but are not sufficient by themselves - and not really deal with nav mechs. Good advisory techniques but are they sufficient?

Proposed

1. remove the things like "title" from the "navigation mechanisms" list in the example in G61
2. move PDF 14 and 17 down to advisory techniques
