This is a proposal that the WCAG WG add a note to [http://www.w3.org/TR/2012/NOTE-UNDERSTANDING-WCAG20-20120103/ensure-compat-parses.html#ensure-compat-parses-intent-head 4.1.1 INTENT] saying

"Note: authors who are using a WYSIWYG authoring tool and they are not editing the HTML source code themselves, would not have to worry about this provision since the authoring tool will always provide the necessary elements ( complete start and end tags, elements are nested according to their specifications, elements do not contain duplicate attributes, and any IDs are unique)  unless the authoring tool is broken."

"Note: authors who are using a mark-up language authoring tool that conforms to ATAG and are not editing the source directly would meet this provision, since ATAG conformance guarantees that the authoring tool generates conforming content."
