Revised Conformance Criterion 4

CC-4 Alternate Versions: If a Web page within the scope of a claim does not meet all of the required WCAG 2.0 success criteria at the level claimed, then a mechanism to obtain an alternate version that meets the success criteria can be derived from the nonconforming content or its URI, and that mechanism meets all success criteria at the level claimed.

Michael comment is I had an action item about content negotiation and probably have myself to blame for missing the boat. But, it still needs adjustment. Other people have expressed concern with "the Web page that is returned when no negotiation is conducted", because negotiation is always conducted. I think we can work around it by changing that phrase to "the <ins>default</ins> Web page...
