Guideline 2.1 Normative Issues

resolution: accept all survey items where everybody had the same opinion or had the sam opinion with purely editorial comments.

... close issue 1837 - after extensive discussion, WG has decided this exception should exist at Level 1.

resolution: close issue 1873, delete the note about MouseKeys, move MouseKeys exception to the definition of keyboard interface by adding the following phrase "Keyboard operated mouse emulation software, such as MouseKeys, does not qualify because it emulates a mouse interface and is not a keyboard interface."
