technologists - mechanism not policy regulators - policy not mechanism
regulators often focus on fixed targets and choke points (ISPs and telcos)
relying upon previous regulatory models can be misleading (print, speech, broadcast)
often policies can motivate unintended consequences, or lead to regulatory arbitrage
