Towards "International Engineering"

Flexibility, layering and modularity are essential because requirements differ across:
1. Technical constituencies.
2. User communities.
3. Time.
4. Culture.
5. Legislative jurisdiction.
When contentious policy issues are embedded in the engineering process, there is more policy debate than engineering.
1. To avoid the appearance of bias, don't couple engineering to a specific policy.
2. Support a range of policy options, to decouple policy debates from engineering.
