This document is a placeholder to indicate that a document which had previously been a workding draft on the Recommendation Track is no longer being developed on the Recommendation Track. The publication of this document as a Working Group Note signals the suspension of efforts to publish a Recommendation based on the previous Working Draft. Related work, evolved in part from the working draft, has been published as a TAG Finding named "Identifying Application State".
