Submission request to W3C ()
We, W3C members Ariba, Inc., Commerce
One, Inc., Compaq Computer Corporation, DevelopMentor, Inc., Hewlett
Packard Company, International Business Machines Corporation, IONA Technologies,
Lotus Development Corporation, Microsoft Corporation, SAP AG, UserLand Software Inc. hereby submit to the Consortium the
following specification, comprising the following document(s) attached hereto:
- SOAP v1.1 specification
which collectively are referred to as "the submission". We
request the submission be known as the "SOAP" submission.
Abstract
SOAP is a lightweight protocol for exchange of information in a
decentralized, distributed environment. It is an XML based
protocol that consists of three parts: an envelope that defines
a framework for describing what is in a message and how to
process it, a set of encoding rules for expressing instances of
application-defined datatypes, and a convention for representing
remote procedure calls and responses. SOAP can potentially be
used in combination with a variety of other protocols; however,
the only bindings defined in this document describe how to use
SOAP in combination with HTTP and HTTP Extension Framework.

- Declaration of IONA Technologies:
- IONA does not identify any intellectual property rights in the
current submission, but IONA may identify subsequent contributions
to the W3C as containing intellectual property rights. IONA
reserves all rights with respect to such intellectual property,
however, IONA agrees to make available to any W3C member on a
fair, equitable, and reasonable basis rights to any such
intellectual property as IONA may choose to contribute in future
W3C work on this submission.

- Lotus Development Corporation may own patents or
patent applications which apply to the SOAP specification being submitted
to the W3C. If implementation of a W3C standard based on the SOAP

Suggested Action
The co-submitters of this
specification believe strongly in the need for standardized protocols to
support interoperable interactions with remote Web-based services. Although
there are a number of similar efforts underway, we feel the W3C is well
suited to co-ordinate work in this area. We propose the formation of a new
working group within the existing XML Activity group to continue the
evolution of this proposal.
The W3C member companies submitting this document support and encourage
the above action.
Resources
To help with this work, we expect to provide the following:
- Support within the W3C toward the goal of a unified protocol for
XML-based messaging.
- Requirements, information and background on the SOAP specification.
- Participation in all technical activity in this area.

of a Working Group.
- IONA Technologies
- In addition to the above, IONA expects to assign resources to attend
working group meetings, to review specification drafts, respond to issues
and queries raised against the specification, and to contribute
specification text changes. IONA also expects to align work in this area
with related Object Management Group work where possible.

would expect future versions to be produced by W3C process.
