Consider relaxing case sensitivity of presentation attribute values

Description:
Parsing of presentation attribute values is case sensitive, and thus different from parsing property values inside style="" attributes and style sheets. We should see if there would be any downsides to making presentation attribute values case insensitive. Upsides would be consistency for authors and re-use of parsing code for implementers.
