The 'script' element in HTML has a 'charset' attribute that can affect the character encoding for external scripts.

The SVG 'script' element has no 'charset' attribute, and doesn't define if there are any other factors that affect the chosen character encoding for external scripts.

This came up in discussion of ISSUE-2275.
