This issue is actually raised by Matsuzawa-san of SVG IG Japan. Two RDF examples (07_20.svg and 07_21.svg) in 7.15 Geographic coordinate systems are not valid according to RDF Validator (http://www.w3.org/RDF/Validator/). The other example, 07_19.svg passes RDF Validator, but still seems to have some problem in the resultant RDF graph.
