Consider using CSS whitespace property instead of xml:space

Description:
SVG's use of xml:space to affect the rendering of spaces is a bit of a hack, and is not the original spirit of xml:space. 

We should consider deprecating that use of xml:space, and aligning with the CSS whitespace property and values.  For text selection, having one whitespace model for the mapping between the collapsed and uncollapsed whitespace handling in the DOM would be easier for implementors.
