That's what it says. INVALID as it is a question, rather than a bug..

This bug is indeed a phrased as question. But I don't know if I would classify 9804 as INVALID. It is more of a NEEDSINFO bug, as it needs further elaboration or clarification to identify a problem.

Does the commenter need assistance with this bug? For information on how Bugzilla Bugs fits into the HTMLWG decision policy please see:
http://dev.w3.org/html5/decision-policy/decision-policy.html#basic-step-1
That document states: "If the commenter has difficulties filing a bug, one of the Chairs or a volunteer will assist them."

9804 seems to overlap HTMLWG Issue 31 [1] and its related bugs [2]. Would any of those address the commenter's concern? If so this may be a DUPLICATE bug.

The bug triage sub-team thinks the HTML A11Y TF does not need to formally follow this bug. Original submitters or other interested parties may choose to continue to push this issue on their own. Notes from the sub-team may follow in a separate comment.
