The candidate recommendation does not explicitly state now URILiteral values (used in thesaurus and stop word options) should be resolved if they are relative URIs.

I presume that relative URIs are resolved against the base URI in the static context.

Compare with XQuery's description of the resolving collation URIs in FLWOR expressions.

"If an orderspec specifies a collation by a relative URI, that relative URI is resolved to an absolute URI using the base URI in the static context."

The working group considered this bug in meeting 436 and agreed. 
Text similar to that cited in the report has been added.
