The first paragraph of 2.4.6 uses the word "Choreography" (or the plural) when it really means "CDL". As written it suggests xinclude cannot be used in a package other than where are <choreography /> element could or within such an element. The term "well formed Choreographies" presumably means only in the xml sense - such an included <choreography /> has been ripped from its original context. And it could be stated more clearly that the result is just a textual substitution leading to a schema-valid (e.g. 1 package, 0..1 root choreo) document.
