It isn't, because shortcut isn't defined in HTML5 or on the wiki. Validator.nu bug: <http://bugzilla.validator.nu/show_bug.cgi?id=48>

Rationale: "shortcut icon" is two keywords, "icon", and "shortcut". "icon" is valid. "shortcut" is not.

FWIW, the validator doesn't check rel values yet, because the rel registry has been a perma-issue since 2006.
