A valid language tag, as defined in RFC 5646 [RFC5646].

This should say BCP 47 instead of RFC 5646, and the reference should also be fixed.

cf. http://dev.w3.org/html5/spec/dom.html#the-lang-and-xml:lang-attributes which references BCP 47.

Reason: BCP 47 is a non-changing names for the specifications related to language tagging.
