I believe what the OP is referring to is the following scenario. Load the spec in Firefox, and hit C-f to fire up search. Type 'button'. Firefox scrolls to the first instance of 'button'. The 'submit review comment' form obscures the 'button' to which Firefox has scrolled us.

Also, the comment bar can't be minimized when the view port is less wide than a "full HD" screen.

Rationale: I've tweaked the styles so that you can get to the minimising button even on a narrow window width. If anyone has any suggestions for better styling solutions, let me know.
