This page validates as HTML 4.01, but when you see the source it's clear that 
the HTML (<html>) open tag is not present, but the closing tag at the end is 
there (</html).

In HTML 4.01 it is allowed to omit the <html> start-tag, the </html> end-tag or 
both, so there is not really a bug here.
