It shouldn't send PARAM:"", it should send PARAM with a null value.

I've made the spec require this. Information on what is best for compatibility would be very welcome.

Checked in as WHATWG revision r4785.
Check-in comment: Switch to the Mozilla model for <object> plugin param passing. Let me know if this causes compat issues.
