The intent of the Working Group decision policy is that bugs should remain closed when escalated to the issue tracker, but apparently this is not fully clear, because sometimes people reopen bugs in addition to adding the TrackerIssue or TrackerRequest keywords. We should clarify that it's not necessary or appropriate to reopen bugs in this state, they should be just left in RESOLVED or VERIFY state,
