Do we have the right default here? 
Maybe it should be wrap=wrap-path,
defaulting to bounding-box, or maybe it should be skip.

I believe skip is the right default and should also be the fallback when this is not implemented.

The WG agreed to make "skip" be the default, and this is now in the editor's draft.
