A lot of the previously supported document types are not yet in the new unified
Types Registry framework, and must be added prior to release.

Someone needs to come up with an exact list of what will be supported before
this can be fixed (possibly by someone else...)

In addition to types.conf, xml.soc needs to be brought up to date with the
latest versions of supported doctypes, and those doctypes need to be added to
sgml-lib.
