Status: Rejected
Change Description: no spec change
Rationale: For the same reason "--" is disallowed in text/html, or xmlns="" and /> are allowed, etc: transitioning from XML to HTML and back again is a goal that has been put forward as important. It may not be a good idea, but if we're gonna do it, we have to be consistent about it, at least when there aren't other overriding concerns.
