Test cases DirectConElemNamespace-1 and DirectConElemNamespace-2 are misplaced. They purport to test namespace declaration attributes and are in test group 1.3.6.3 Namespace Declaration Attributes. They actually test attributes, and so should be moved to 1.3.6.2 Attributes.

I have committed a fix, thanks for reporting the problem.
