Change Description: no spec change
Rationale: The spec says to use HTMLElement by default: "The basic interface, from which all the HTML elements' interfaces inherit, and which must be used by elements that have no additional requirements, is the HTMLElement interface."

If there are some elements that _should_ have another interface defined, let me know.
