"One or both of the data and type attributes must be present."

That appears to be equivalent to

"At least one of the data and type attributes must be present."

which IMHO would be more readable (similar text may exist in other parts of the spec).

Rationale: I went with "at least one of either". ("At least one of the data and type attributes" makes it sound like there might be multiple data attributes.)
