The last sentence of Section 7, "XPath 1.0 Expression Language", reads:

"An XPath 1.0 expression MAY evaluate to multiple nodes; because of this the XPath 1.0 language MUST NOT be used with a "Put" or "Create" operation."

(1) There is no such thing as a WS-Frag "Create" operation.

(2) This means that no expression language that returns more than one node can be used with the "Put" operation. This needs to be said in a generic section at the beginning so that anyone who tries to extend the spec with their own expression language is aware of this.
