It was pointed out to me that test case id-function-declaration-017 uses the following-sibling axis, which is part of the Full Axis Feature. I'd suggest either modifying the test or moving it to the "Tests that need the Full Axis Feature" group.

I have replaced the expression $e/following-sibling::b[1] with the circumlocution $e/../b[.>>$e][1].

(I seem to remember the argument for making the following-sibling axis optional was performance? If people are going to have to do this rewrite to make their queries portable, it's not going to do much for performance.)
