The document load event is delayed until all resources are obtained, but obtaining might be delayed indefinitely if the resource is fetched when needed and not pro-actively, so load may be delayed indefinitely, which doesn't sound sensible. Is that intentional? or should load only be delayed by resources that the UA opts to fetch?
