For a vCard, the draft now says an agent is "another person who will act on behalf of the person or organization."

That's too much authority. To prevent being an unintended grant, either of two solutions will work:
--- replace "will act" with "may sometimes act"; or
--- add a sentence analogous to that under the property named class regarding secrecy classification: "This is merely advisory and cannot be considered as binding for agency."

Please send feedback on the vocabulary to the IETF. This is basically a direct port of the text from RFC2426, which says that AGENT is "another person who will act on behalf of the individual or resource associated with the vCard".
