There's no contraction here -- the blink element is in fact not documented in the current spec -- it's simply just listed in the context of it being among a number of non-conforming and obsolete elements, with a statement the elements "must not be used by authors".

OK, so maybe it should read instead,

"The scope of this specification does not include documenting *in detail* every HTML or DOM feature supported by Web browsers."

Do you think that would resolve the ambiguity?

<blink> doesn't have more detail to describe than what the spec already says about it. So, no.

AFAICT, the spec does in fact document every HTML or DOM feature supported by Web browsers that need to be supported for Web compatibility (and aren't covered by other specs).

I think the first sentence should be clearer about what the scope really is, and the example should point out something that the spec does not cover at all.
