The majority of config options for the Validator are listed in the example
configuration file (with comments) and have an underscore between each word.

"Allow Private IPs" lacks an example in the config file, and has a space between
each word.

"SGML Library" and "SGML Parser" also use a space instead of an underscore.

(I'd submit a patch, but CVS is currently borked)

Config files and syntax are up for review for 0.7.0.

All config vars have been renamed to be consistent, they all have examples
in validator.conf, and they're all commented to indicate their function.
