Semantics are descriptive text which may be structured in RDF to enable other 
tools to make some assertions about a CDL.

It would make sense to get some RDF examples and plain text examples and show 
how they might be useful.

decided to raise to the ws-cg since the semantic expertise is not in this 
group. we need to know/explain in the primer why one would annotate with 
rdf/owl-s and have some examples.
