With Config::General in place, the various lookup tables and configuration
files can be made more comprehensive and smarter. Among other things this
will let us check whether a Content-Type is allowed for a given FPI.

Won't make it for 0.7.0.

types.conf now systematically has info on FPI, SI, namespace (if any) and allowed/prefered media type.
