Description Doug Davis 2009-08-18 21:55:21 UTC
These were missed in the previous reviews and are nits but
rather than overstepping my boundaries as editor I decided to
give us an easy issue to resolve next week :-)

Most specs say:
This is a draft document and may be updated, replaced
or obsoleted by other documents at any time.

Proposal:
s/may/can/

And in Transfer's security section it says:
When the Action URIs defined by this specification are used, such extension specifications must also allow the basic processing models defined herein.

Proposal:
s/must/MUST/
