To promote machine-readable claims of mobileOK, add a Congratulations section that links to the W3C mobileOK Scheme document and offer the appropriate POWDER claim when the page under test is mobileOK.

The Congratulations section appears before the detailed report, and contains two expandable sections:
 - one for the POWDER claim
 - one for the mobileOK icon claim

The text tries to explain how POWDER can be used and when not to use the mobileOK icon. This is likely to require some word-smithing in a next release.
