Hi,

I found the bug in the validator:
http://jigsaw.w3.org/css-validator/validator?uri=http://www.w3.org/TR/2004/WD-
i18n-html-tech-lang-20040509
Is not worky

But the same URI with a trailing slash at the end is working:
http://jigsaw.w3.org/css-validator/validator?uri=http://www.w3.org/TR/2004/WD-
i18n-html-tech-lang-20040509/
...

It seems relative URIs are resolved with respect to the
request URI not the actual base URI.
